Gambling regulators in Ireland and Canada are investigating allegations involving Soft2Bet after Investigate Europe revealed that the gambling technology provider and its business partners are linked to about 160 online casino websites.
Investigate Europe's major investigation found that 145 sites allegedly linked to Soft2Bet had been blacklisted in some European countries, while leaked financial documents also reportedly uncovered €600 million in payments between businesses linked to the Soft2Bet gambling network.
The company has denied wrongdoing and has openly disputed how these investigations have been interpreted publicly.
Soft2Bet is well-known across the online gambling industry. This year alone, the brand has picked up five major awards at some of the industry's most renowned gambling events. Namely, the Global Gaming Awards EMEA ‘Platform Provider of the Year', the EGR Europe ‘Innovation in Casino Software and Innovation in Mobile' award, the International Gaming Awards ‘Innovator of the Year', the EGR B2B ‘Innovation in Casino Software; Innovation in Mobile' and the SBC Awards Americas ‘Industry Innovation of the Year (North America)'.
Soft2Bet faces a serious reputational risk: The allegations strike at the heart of how the company presents itself as an award-winning, responsible and reputable iGaming technology provider.
What Did the Soft2Bet Files Reveal?
The release of files linked to the investigation has been dubbed the ‘Soft2Bet Files'. The findings, published on 8 July 2026, revealed that journalists from 15 countries investigated the companies' financial and corporate documents. Journalists also appear to have accessed leaked internal communications, suggesting whistleblowers may have leaked the Soft2Bet files.
The one caveat here is that just because an online casino or sportsbook is listed on a nation's blacklist doesn't automatically mean the site is operating illegally across all jurisdictions simply because licensing requirements generally differ between countries.
Ireland and Canada Launch Regulatory Investigations
Following the revelations, the Gambling Regulatory Authority of Ireland (GRAI) confirmed it was investigating websites linked to the allegations and is considering enforcement action. In Canada, the Alcohol and Gaming Commission of Ontario (AGCO) also confirmed that its financial investigations and licensing departments were reviewing the findings. The revelations have attracted attention from British and European politicians, who have called for tighter scrutiny of gambling operators and payment processors.
The investigation also examined the role of UK-regulated payment companies My EU Pay and Unlimit, which are said to have processed substantial transfers involving businesses connected to the network.
Two Online Casinos Announce Closure
Since the investigation was published across online gambling news wires and business publications, two online casinos linked to Soft2bet have closed. The two sites are OnlySpins and Betwarts, which subsequently announced that they would cease operations on 17 July 2026 and 31 July 2026, respectively. However, neither closure has been conclusively linked to regulatory enforcement or the investigation itself.
One of the key claims in Investigate Europe's 8 July 2026 findings was that journalists signed up for OnlySpins and accessed real-money online gambling services without completing any age varification. The investigation doesn't mention whether they were able to withdraw from the casino, which would normally trigger a KYC check and identify underage gambling.
However, a more serious point highlighted in the Soft2bet files comes via former employees who claim that gambling sites linked to the aggregator business would delay withdrawals and failed to provide players with responsible gambling protections. One such allegation is that customers ran into issues when trying to close their accounts or self-exclude.
We checked Trustpilot, and there are several complaints about Soft2Bet brands. One of the most concerning Trustpilot reviews by Galano was from a player playing at Rabona, who said after self exlcusion his account was reopened twice.
Soft2Bet Denies Allegations
Soft2Bet has flatly denied Investigate Europe's findings, calling its interpretation of the company's corporate structure incorrect and misleading. The company has said that it operates within the regulatory rules and requirements applicable to its business operations. The saga will continue as the Irish GRAI and Canadian AGCO regulators have confirmed they are investigating these allegations. The likely outcome from here on is that we may see more online casinos connected to Soft2Bet blocked or shut down, with regulatory fines, license reviews and restrictions, and payment processors may start to cut ties with companies connected to the online casino brands revealed in the report.
The main takeaway for you as a player is to make sure that, before you sign up with any online gambling site, you do your due diligence. Check that the licensing is legitimate and read public reviews and casino reviews on sites such as Trustpilot and Casinoplusbonus.
